Produce 1-up PDF, then reprocess to 2-up

We have added some quality control equipment to our inkjet web press to catch human errors in imposition and printing. Great for most of our work, but painful for processing small orders. We’re looking to combine our small orders into a single or a few larger print jobs. We’re adding cover sheets to help the post press functions correctly separate each job. For the large jobs, I output 2-up imposed sheets for printing. But for these smaller jobs, I need to output a 1-up PDF, then combine those into a matching 2-up imposed layout. Is there an easy option to feed my 1-up PDF back into a workflow that uses the same output preset that I use for the large runs so I end up with a matching layout that’s now 2-up?

Couldn’t you concatenate multiple small jobs (at the incoming data level) into a big job and then run it 2-up?

Thanks for the suggestion. That wasn’t working for me because I need a divider page between jobs for the inserter operators to accurately separate jobs. If I make the divider page part of my template, the values for my inserter barcode are thrown off. The first letter set of the job that was a 3 sheet letter now appears to be a 4 sheet letter - because of the divider.
