Delayed process start-up

Hello, everyone,
I need to delay the start of a process when a data file arrives in a folder.

Basically, one system start producing a data file in which write queued data, normally takes 30 minutes to complete. Unfortunately the production of the data file does not always happen at same time or day.

PReS Connect must see that there is a file in the defined folder but must wait at least 40 minutes before processing it.

Unfortunately, there is no plugin in workflow that delays the start time.

You have suggestion to solve this problem?
