Count records on location

Is there a way to create a counts file based on location of data ?

For example I have a pdf which I print on to 21 up labels, is there a way to do a count on location on a single sheet of the PDF ?

So if there is data in the location count it, if not then dont ?

So this is how it looks if there is data it gets a sequence number in the top right if there’s no data it is left blank
