CMYK colour changing in text

I’ve got a job where I’m setting the CMYK value for some text to 80 11 6 38, but when it’s getting output to PDF it’s coming out different so doesn’t match the the same colour in the PDF that’s used in the back ground.

I’ve noticed that after I set the colour and got back to to the colour selector it’s changed it again!

Any ideas as I’m lost here
