Blank lines in detail

When I do not use the BlankLine class, all the records appear but many blank lines.

When I use the BlankLine Class all the blank lines disappear but also some records.

I don’t understand what’s happening, I’ve done many tests but it always comes out wrong.

Took it for a quick spin, is this the desired result?

I’m basically checking the second cell of the row for text, when empty I add the BlankLine class. I’m sure this can be beautified.
