how to added “pdf open password” from pdf file that already has an owner password?. The owner password is known.

There are various ways to add passwords to a PDF in the PReS / PlanetPress Connect workflow. One way is simply to use the option provided in the Create PDF plugin.
However, the workflow cannot ingest an already password protected PDF. What you would need to do is use the External Program plugin with a third party application like GhostScript or QPDF to remove the password from the PDF before then applying another password via the workflow.
