How can I update a Planet Press installation on a server that does not have access to the internet? Is it as simple as downloading the current installers an running them?

Make sure you donwload the offline version.
Of Course! I take it that means the answer is yes.
The only issue is the Connect installer is an ISO and the workflow a ZIP. The ISO presents some challenges.
Yes is a Yes.
you can use 7Zip to unzip the ISO, so you can bring it to the server in a zip format
