Application Error - EAvZipInvalid

Tried to open Workflow to check the messenger, and received the message below.
EAvZipInvalid in module ppwcfg.exe at 0002ABBC Invalid file - not a PKZip file.

Followed by
OL Connect Workflow Configuration has stopped working - click close program
Rebooted laptop - received same issue.

I do not have admin rights to restart messenger or change any settings in Workflow.
What is causing this issue, can I resolve without login of admin?

Click on your Windows button and type “console”. You should see Workflow service console or something similar, depending of your version of Workflow.

Can you start this?
